The reason I think the Joel Silver rumor has validity to it is because in the film it is mentioned that Ackerman favors producing testosterone filled, action films which Silver has a lot of those under his belt.

Yes. It sounds right. Though there are a lot of producers in Hollywood that fit that description. Don Simpson springs to mind.
It's interesting that director George Huang hasn't really made anything since. Sharks was a great debut but Hollywood must have taken the film personally.

It isn't hard to get back balled in that industry. Even if the general Hollywood community enjoyed the film if one powerful person there dislikes you, it's over.
And you are correct, damn fine rookie film. What a great cast.
