I can't rate any of them, since the Doctor Who episodes I grew up with were all reruns from the mid-1970s to the early-1980s.

So, for me, Dr. Who always was and always will be Tom Baker.

But he was all we had until NuWho so he technically counts as OldWho.

I had always heard of Doctor Who but was never interested in him, until a friend of a friend invited us over to watch his VHS copy of the Doctor Who Movie. After that, looked him up, got almost everything on the Eighth Doctor from Big Finish, from Storm Warning to The Next Life, so it was like two seasons of the Eighth Doctor to me.

Many many years after the fact, thanks to Night of the Doctor, all Big Finish (at least all Eighth Doctor tales) are in continuity, so, that's my answer. innocent

Second place, though, again thanks to Big Finish, is the Sixth Doctor.
