the names of the episodes from 16 to 23 are wrong (off by one) E16 is the second episode of "The One That Could Have Been"
so perhaps E15 & E16 should be namend "The One That Could Have Been (1)" and "The One That Could Have Been (2)"
Besides that, the season actually has 25 episodes, not 23.

On this archived page as well as this one, the season 6 episode "The One That Could Have Been" appears as a single episode without mention of parts. This is also confirmed by this newspaper snippet from the day of the broadcast.

Consequently, this season has only 23 episodes.
