Extra Details: Episode 13 is Jupiter Jazz Pt.2 Episode 1 is Asteroid Blues By having this mistake the rest of the season ordering is thrown through episode 14

Here are my thoughts from that: ... by this metric cowboy bebop has two seasons, season one being episodes 2,3,7-18 shown on TV Tokyo, with Season Two consisting of the remaining episodes shown on Wowow but season two has never been aired in "true" order. Additionally, I don't believe there is any way to define an episode group when using scrapers for kodi or plex.
from a maintenance standpoint, I think moving the TV Tokyo viewing order to an episode group and making the cannon grouping matching everyone elses makes the most sense and would resolve ongoing confusion.
