As someone who is more of a Trekkie than an IMFer, I would assume she spent some time in jail for going on a murderous rampage in an attempt to protect her father's secret identity.

She apparently got an early parole.

I don’t believe Mimi Davis was ever in prison. That was just a cover story. Mimi was in a program very similar to (but not exactly the same as) Witness Protection. She was a deep-cover operative-for-hire by a super-secret private company who contracts with many different agencies, the IMF among them.
