The actor's name is Scott MacArthur. Where have we seen him before? Not in the original Breaking Bad or Better Call Saul unless he was using a different name.

His face was covered with facial hair when we first see him. And, he's a bit of a betting man...

OK got it. But the scene in the welding shop actually occurs in the movie AFTER the scene where he says "I was wondering when you were gonna remember me." That's why I assumed he was a character from a different series.
