It's a bully state. Or a Police state. Charlie said it himself in season 2 episode 4 "There is a 'Police' for everything." Clarkson wants to move dirt he dug up from his own farm to another part of his own farm but the dirt has to be inspected before he's allowed to do that.

Could be worse, like over here in Germany, the Greens (dumbest Greens worldwide) making impossible to make profit from farming, instead they buy it from other countries.
And let's not forget the EU! Complicating everything for everyone, everywhere.
