"West to Mexico" and prior episodes were released by TBS as episodes from season 12 (corresponding to TMDB’s season 14), and TBS referred to "West to Mexico" as the Season 12 Finale. "Santa, Schmanta" was released on TBS’s website as S13 | E8 — the first episode to be listed as an episode from season 13.
Although "Paranoid_Frandroid" was advertised as the premiere of a new season, it’s not necessarily because it was the first episode to ever air from their season 13. TBS always considered "Santa, Schmanta" to be the eighth episode of their season 13 (they still do), but they released it ahead of the rest of the season so that it could actually air on Christmas instead of sometime in April.
As the first episode to be released by TBS as an episode from their season 13, this episode should be listed on TMDB as the first episode of season 15.

It is not "missing" ALL Episodes in Season 15 are 1 number off..... Somebody suck "S15E01 - Santa, Schmanta" in as "S14E23 - Santa, Schmanta", so now Season 15 is off by 1 Episode for all 21 Episodes.... See the following links...

I was referred to this report by a fellow moderator but I would say the episode can be moved to Season 15 as the first episode of the season. Since the links in @linetrimmer's reply do show it appeared on the website as S13 | E8, the best example of a similar case that comes to mind is Legends of Tomorrow Season 5.
Although Crisis on Infinite Earths (V) was the first episode of Season 5 to air, it was added to the CW website as Ep. 508. The following episode (Meet the Legends) was promoted as the season premiere on the press release, the CW website (labeled as "Season Premiere" in the "Tonight" section), and it was added to the website as Ep. 501 but we have Crisis on Infinite Earths (V) listed as the first episode of Season 5.
This was before I joined so an exception could've been made for Legends of Tomorrow but I don't see anything in the Content Issues section.
