I own the DVD's & it's listed both on the cover & on the disc's

The DVD isn't an official source for the original broadcast.
You can see on the official BBC episode list that this episode is episode 12.

OK though the DVD was released by the BBC who recorded & aired it. But just check IMDB who also have it listed correctly https://www.imdb.com/title/tt0380136/episodes?season=18 So IMDB & the BBC say you are incorrect.... Maybe, just maybe, given that the BBC listings say you're wrong, maybe you do have it wrong

I invite you again to read the official BBC site where you can see that this episode is episode 12. The VG compilation are unnumbered special episodes.
IMDB isn't an official site.
