It seemed like the organisation behind killing Vargas and trying to control Melly was some big dark society with unlimited money...
But if it was Luna Vargas who started it all - it doesn't make sense, or? She couldn't have been so rich? Cyrus planted that ideas in her head? That was his Master Plan? He would have been Vice President anyhow. I really don't get it.
For me - right now - it feels like a mess.

I agree, I like that Cyrus planted the idea in Luna's head so in a roundabout way he started it all, but we didn't see enough of Luna to really buy she had the unlimited resources to sustain the whole thing. I hope the next/last season will be about a scandal focusing on the main cast and not have the whole season revolve around outsiders. The Vargas thing was the reason the show really jumped the shark this season.

It did not make sense. I've had this discussion on several sites and my brain is tired of making sense of it because their is no sense to be made. I think this was made up at the last minute and Shonda just said, "Whatever. Throw in an Olitz scene and some badass Olivia Pope outfits and the people will be happy."

So it seems a lot of people agree that the ending was a mess:
A lot of good reads and summaries

Just finished and I agree it was a bit of a mess. I knew Luna was behind it for a while now as Shonda has a thing of e bombshell revolving around someone you would least expect. Plus her reasoning, you know the whole if Jackie O was president after JFK died she would've been unstoppable? Fits with Shonda's feminism kick lately. But they should've ended it there. Why bring Cyrus into it? To build it up for us to think he was behind it then he wasn't but now he really was behind it all along?! Nah. And Olivia's just gonna let him go? Better yet make him VP? Why? Keep you enemies closer than your friends? I don't get it.
