Where does one see the number of people who've rated it?
At the moment, it's only possible to see this number regarding tv shows, and only on pages that are still presented in the old layout. You have to go to any given tv (!) cast or crew member and click on the episode number. To give you an example:
Frank Grillo is an actor in the tv show Kingdom - this is his profile page:
that he's planning to implement this in the future, though. Unfortunately, it doesn't seem to be of high priority for him, even if it basically means that you can forget all the percentage votes here on TMDb because of this missing info.

Ah, I already know about that. I thought you'd tell me about a way to also see movies' raters. It's a relatively simple thing to implement if it already exists in an older TV layout ...

When you scroll down, you'll see the following line in his credits:
2014 Kingdom — (40 episodes) as Alvey Kulina
When you click on the link under "40 episodes", you'll get to this page in the old layout:

At the top, next to the rating stars on the right, you can find the number of votes for this specific tv show.
Sadly, you can't see the numbers for movies since the introduction of the new layout in February. Travis wrote in another discussion here
