The episode being called "Halloween Special" doesn't necessarily mean it's actually a special. Some "special episodes" are actually released as regular numbered episodes.
This episode was moved from the Specials season to Season 2 almost a year ago by another moderator so they must've found some evidence of the episode being originally released as S02E13.
