When they hailed the planet, Troi should have identified herself by her rank of Lt. Commander, rather than Counsellor. That would have been far more... respectful?... impressive?... to the leader(s) of that world. Otherwise they should have replied something like "A counsellor? Get back to us when you have a command officer on the line."

But still she holds the rank of commander and obviously was trained for it.

As of about 2/3rds through season 7, 8 episodes before the end out of 178 episodes, without it having been so much as hinted at previously. That's like saying that Kyle was actually Cowell the whole time, and even though he was Kyle again in Wrath Of Khan...

Every CMO has the power to remove any officer from duty McCoy was seen contemplaining that on several ocassions although a CMO can only remove an officer after he/she has checked that officer medically and on the basis of that medical check deems the officer unable to perform his duty .He/she has to have medical reasons before he can remove an officer from his duty.

They are given that authority by the structure involved. But I thought it was dumb in the "Lost In Space" movie when Mrs Robinson says to John Robinson and the pilot that she'll just have her daughter declare them both incapacitated and take over herself. Both guys should have said together "You and what army?" Or something.

Well she said she became interested in commanding eight years ago so maybe she was trained and educated as such in the year prior to her joining the crew of Enterprise in Encounter At Farpoint. The practical stuff she could have picked up in the late shifts.Plus she had a year when she wasn't on board the Enterprise so who knows what she did during that period besides being a doctor.

She was being head of Starfleet Medical during that year "off," so the reasonable assumption is that she didn't have time for much else.
