I'm building a web/mobile app based on TMDB api and I was wondering if it is possible to sign up new users externally, from my project to TMDB?
My considerations about this are that I can store new user credentials elsewhere. But in this case all my users will use my personal TMDB token and not their own. And asking users to register outside my app might not be a seamless user-experience.
Otherwise I can make this app for TMDB users only. It is intended as a portfolio project. So at this point I'm planning out what features I could create.

I believe that only Travis Bell can answer your question.
But I can remember that it will take 3 steps:
1 Create an account with password here on TMDb
2 Request an API Key (https://www.themoviedb.org/settings/api)
3 Take note of your API Key (https://www.themoviedb.org/settings/api)
But without a doubt only Travis Bell can give you a good idea of what is the best solution to your problem.

Should I contact Travis directly? Or he would get to this ticket eventually?

the principle of a forum is to expose the solution for all to see, otherwise you might as well do everything through internal channels (e-mail, support...).
