A sequel to 2006's Who Killed the Electric Car?, director Chris Paine once again looks at electric vehicles. Where in the last film electric cars were dismissed as uneconomical and unreliable, and were under multiple attacks from government, the auto industry, and from energy companies who didn't want them to succeed, this film chronicles, in the light of new changes in technology, the world economy, and the auto industry itself, the race - from both major car companies like Ford and Nissan, and from new rising upstarts like Tesla - to bring a practical consumer EV to market.

After moving to England and establishing a life for herself, Shin-Ae reaches a point in her life where she has to face her communities enemies head on, in order to finally find peace within herself.

Chelsea Sexton, Paul Scott, Forth Mobility, and several owners come together to discuss how electric cars have evolved and where we currently are in the state of this developing technology. It covers issues and experiences related to charging, battery degradation, and range anxiety, along with detailed explanations of charging levels, types of electric vehicles, and the future of hydrogen. This film prepares viewers with the knowledge needed for properly assessing vehicle options, along with considerations for charging, and knowledge about what they may need to know before making a purchase.
