... they can afford to waste it in the environmental chamber program "Passion Storm." Hmmmm. Still a very fun movie.

Well, I was thrown off the first several times I watched this movie too, but think about it:
1) They do mention earlier that the ship is carrying a lot of water to use as currency.
2) They will most likely recycle all "waste" water so it doesn't matter what it's used for as it's not going anywhere.
3) The passion storm simulator may be in sort of a holodeck-type chamber so maybe that water is all just simulated?
