Prior to IMDB being shut down, that was dominant theory, that the Borg Developed the VGER probe and sent it back to Earth, VGER does assimilate everything it comes in contact with, so was this an early Borg Probe? There is a lot of mystery that surrounds it, of course we saw the Borg or get references throughout the Star Trek, which was the only continuity within the series and know he they turned out. I am surprised that they did not bring up VGER in future installments of the series.
