为打击日益严重的犯罪，内地警方应港府要求，派遣向东、京生、郭学军三名警员，以偷渡客的身份登陆港岛。在港期间，香港警署程Sir作直接领导，本土探员大大协助办案。他们混入内地犯罪集团，惩治烂仔小兴、击毙江家四兄弟，行动干练，手段凶狠。但他们的作风却不为程Sir所欣赏，另一方面，江家兄弟之死也掀起黑帮的复仇怒火，大大更因此丧命。应京生当年战友阿虎之邀，三人假装参与银行抢劫团伙，暗中则和警方联合，意欲将抢劫团伙一网打尽。然行动前夜，突生变故。

面對大圈仔在港犯案日益嚴重，港府依然是束手無策。團結排外的大圈幫不信任香港人，令警方佈下的線人毫無收穫，程警司（吳海添 飾）於是提出要「以圈制圈」，以大陸人當臥底潛入瓦解在港的大陸犯罪集團。 向東（徐錦江 飾）、京生（林國斌 飾）、學軍（袁日初 飾）曾為中國公安，他們因為政治思想問題偷渡香港被捕。警隊在監獄找到他們，承諾只要完成為期2年的臥底任務，便給予他們香港身份。不想被遣返廣州的三人自此當上了香港警方的臥底。 在警司程Sir的領導下，他們與本地警察臥底大大（萬梓良 飾）合作辦事。三人行動幹練狠辣，取得了大圈幫的信任得以混入犯罪集團。京生在犯罪集團中遇上舊友老虎，在完成臥底任務與情義之間進退維谷；另一邊廂，由於三人的行事手法血腥兇狠，加上黛安娜騙了學軍偷的錢一同亡命他鄉，她在機場摔下學軍，又向移民官告密，學軍誤殺舞女，令警方不願意承擔責任，遂過橋抽板，三人頓成無主孤魂......

This sequel to the critically-acclaimed box-office winner Long Arm of the Law maintains the same stark realism of the original. In Saga Two, the Royal Hong Kong Police put into operation a new plan to counteract the problem of increasing violent crimes committed by new arrivals from across the border in China. In agreement with Chinese authorities, three Hong Kong detectives go undercover as illegal immigrants in order to infiltrate the powerful gang that is organizing the crime wave. The action is tough and graphic, reminiscent of The French Connection, Hong Kong style.

Sans être une suite directe, Le Bras armé de la loi 2 reprend les éléments principaux du Bras armé de la loi. Une banque à cambrioler, des gangs de Chinois continentaux, un finale en gunfights dans les rues étroites d’un quartier pauvre. Cette fois, ce sont trois anciens policiers qui sont les protagonistes et non plus de simples quidams venus faire fortune. Tung (Elvis Tsui), King–san (Ben Lam) et Hok-kwan (Yuen Yat-choh) ont été arrêtés pour avoir voulu fuir leur pays et se sont évadés d’un camp de rééducation. Le police par la voix de l’inspecteur Ching (Ng Hoi-tin, déjà présent dans le premier film) leur propose un marché : s’infiltrer dans les gangs de Continentaux pour mieux les surveiller.

중국에서 공안으로 제직하던 ‘이향동’, ‘위경생’, ‘곽학군’은 대륙에서 홍콩으로 밀입국 하다 체포되어 반송을 대기하던 중 홍콩 경찰의 제안으로 대권방에 스파이로 잠입한다. ‘대대’를 통해 교육을 받던 셋은 대대가 위기에 빠졌을 때 그를 도와주고 이로 인해 진정한 우정을 나누게 된다. 한편 경생은 옛 친구 ‘아호’를 우연히 만나고 아호의 여동생과 연인이 되지만 아호 일당은 그들이 경찰이 쫓는 범죄자들임을 알게 된다. 아호에게서 자신들이 계획 중이던 범죄에 가담해 달라는 제안까지 받게 된다. 향동과 이 둘은 향동의 정체를 아는 ‘강씨’형제를 죽이고 만다. 이로 인해 결국 ‘대대’까지 죽게 되고 이에 더해 학군의 실수로 뉴스에 이들 셋의 정체가 탄로나면서 모두의 표적이 되고 마는데…
