The Iron Guard, also known as Legion of Archangel Michael, was a Romanian nationalist and patriotic movement of extreme right; as such, after it rose to power, it supported Nazi Germany and started a fierce campaign of retaliation against its political enemies. As such, in the night of November 26-27, 1940, the Death Teams executed forty political prisoners in the Jilava prison (in the movie, named "Viraga"), and next day, other two Teams arrested and shot the former minister Virgil Madgearu and the world famous historian Nicolae Iorga. To squash down the political outcry, the Police Prefect Stefan Zävoianu conveniently assigns the cases to a commissioner from the "Morals Division" (prostitution, thieves), Tudor Moldovan, hoping that he will fail to get to the bottom of the case. However, Moldovan has communist sympathies, so he quickly comes under the influence of the Bolshevik Pîrvu, who had escaped during the Viraga...

Bucuresti, noiembrie 1940. Regimul legionar este in plina expansiune. Comisarul Moldovan (Sergiu Nicolaescu) este insarcinat cu anchetarea asasinarii detinutilor politici din inchisoarea Viraga, in noaptea de 26 spre 27 noiembrie. Prin desemnarea unui om neafiliat politic in acest caz, autoritatile spera sa inoculeze opiniei publice ideea ca politia isi face datoria in mod onest. Guvernul intentioneaza sa musamalizeze cazul, insa Moldovan este incoruptibil si nu cedeaza in fata presiunilor si intimidarilor. Si, mai presus de orice, el vrea sa scoata adevarul la lumina. Tocmai de aceea, un comando legionar aflat sub conducerea lui Paraipan (Gheorghe Dinica) va face orice pentru a-l scoate din joc.

1939 год. В королевской Румынии установлена диктатура генерала Антонеску. Легионеры из карательной группировки "Железная гвардия", тайно мечтавшие о захвате власти нелегально расправляются со своими политическими противниками. Так, в тюрьме "Верага" ими был устроен кровавый расстрел опасных для них оппонентов-заключённых. Но об убийствах в "Вераге" становится известно общественности. Дабы отвести от себя подозрение легионеровская верхушка решает спихнуть свои грехи на коммунистов и "доверяет следствие" нейтральному в политике комиссару Микловану, полагая, что это развяжет им руки. Но опытный следователь быстро соображает, что ему подсунули заведомо дурное дело и расследует его не "по заказу", а по профессиональной совести, чем бросает вызов своим нанимателям.
