The whole corrupt cop thing has been done to death so it felt like this was trying to be as badass as it could to compete. The dialogue felt forced, and while there were some funny lines, they just didn't feel natural like McDonagh's dialogue usually does.
I'm guessing it was trying to satirize American cinema by being over the top and "shocking". But didn't Werner Herzog already do this with the Nic Cage Bad Lieutenant?

The reason I watched it was because of Alex Skarsgard. When it first came on, I was like - WTF - this seems like a 70s tv show. Then I got it. It wasn't great, but I sure enjoyed Alex.

Yeah, the Cage one's pretty fun. It's ridiculous but that's kinda the point.
