De klungelige meeuw Manfred heeft het naar zijn zin als schoonmaker bij de Meeuwse Luchtmacht. Door een grillige samenloop van omstandigheden wordt hij echter, tegen zijn wil, ingezet als meeuwsoldaat. Totaal onvoorbereid begint Manfred aan een uiterst gevaarlijke missie.
