所謂交涉人（談判者），即指透過掌握犯罪者的心理，用談判的形式與罪犯周旋，以解決案件的警種。 為了對抗日益嚴重的歐美式犯罪，日本警視廳增設了交涉人這一部門。 石田修平（三上博史）就是一名交涉人，他曾在FBI供職，具有豐富的破案經驗，與美麗的女探員遠野麻衣子（鶴田真由）為師徒關係，然兩人默契的合作 卻遭到同事的猜疑和誹謗。 遠野因此丟到交涉人的職務，蜷居資料室。

　　某天三名罪犯闖入總合醫院，劫持47名人質。 籍由此案，石田和遠野這對闊別已久的搭檔再次走到一起…

After a convenience store robbery, three unidentified men hold a group of people hostage in a hospital. Inspector Ishida and Captain Tohno handle the negotiations while one of their colleagues, Lt. Ando, tries to find out why the men decided to take the hospital hostage. Through flashbacks, relevant information is revealed to the audience. When the negotiations are finished, most things seem to be fine until they lose track of the criminals. Then, the story unveils from a different perspective, its roots in feelings of love and vengeance.

Après le braquage d'un dépanneur, trois hommes non identifiés retiennent un groupe de personnes en otage dans un hôpital. L'inspecteur Ishida et le capitaine Tohno gèrent les négociations tandis qu'un de leurs collègues, le lieutenant Ando, tente de découvrir pourquoi les hommes ont décidé de prendre l'hôpital en otage. Grâce à des flashbacks, des informations pertinentes sont révélées au public. Lorsque les négociations sont terminées, la plupart des choses semblent aller bien jusqu'à ce qu'ils perdent la trace des criminels. Ensuite, l'histoire dévoile sous un angle différent, ses racines dans les sentiments d'amour et de vengeance.
