This was the first time I ever saw him acting, but he seems very familiar to me. He looks like some other contemporary actor I've seen before but I can't pinpoint who. He dances fantastically and he and Shirley make an amazing duo.

Very True.
Bill "Bojangles" Robinson really does perform screen magic, tap dancing along with Shirley on that staircase in synchronization.
Perhaps today's contemporary Eddie Murphy resembles him a bit in some closeups? Perhaps a bit of Rochester on the silver screen? Perhaps a hint of Gregory Hines in the choreographic talent department, as well.
