Do fiktivního „nejmenšího státu světa“ Grand Fenwick ve francouzských Alpách známého jen ze satirických románů Leonarda Wibberleyho se filmová kamera poprvé vypravila poprvé už v roce 1959 ve filmu Myš, která řvala (The Mouse thatRoared). Úspěšná výprava to byla z velké části díky Peteru Sellersovi, který se tu objevil v trojroli místního nadlesního, hraběte a velkovévodkyně. Ve druhém dílu Sellers hrát odmítl, ale na jeho režii doporučil Richarda Lestera. Ten zopakoval satirický tón i absurdní humor prvního dílu v příběhu o tom, jak se slavné fenwické víno stalo pohonnou hmotou pro kosmické rakety a jak se Fenwickkvůli tomu ocitl na horké půdě studené války.

Sequel to The Mouse that Roared; The Tiny Country of Grand Fenwick has a hot water problem in the castle. To get the money necessary to put in a new set of plumbing, they request foreign aid from the U.S. for Space Research. The Russians then send aid as well to show that they too are for the internationalization of space. While the grand Duke is dreaming of hot baths, their one scientist is slapping together a rocket. The U.S. and Soviets get wind of the impending launch and try and beat them to the moon.

Le duché du Grand Fenwick a un problème : son château n'a plus d'eau chaude. Afin de récolter les fonds nécessaires pour la réparation de la plomberie, le Grand Fenwick réclame de l'aide auprès des États-Unis, et en particulier son département de recherches spatiales. Les Russes envoient eux aussi de l'aide pour montrer qu'ils sont également partisans de l'internationalisation de l'espace. Tandis que le grand-duc rêve de bains chauds, le seul scientifique de l'État met tant bien que mal au point une fusée. États-Unis et Soviétiques ont vent du lancement imminent de l'engin et entrent alors dans une compétition pour être les premiers à atteindre la Lune.

Az USA boldogan küldi a pénzt, s mivel az oroszok sem akarnak lemaradni, ők egy használt rakétával segítik meg a birodalmat. Most már van pénz, amiből meg lehet javítani a vízvezetéket, de hogy szabaduljanak meg a rakétától?!?... Nincs mese, fel kell küldeni a Holdra... Akik szerették az Ordító egér című remek szatírát, most sem fognak csalódni...

Il piccolo Ducato di Gran Fenwick chiede un prestito agli Stati Uniti per finanziare le sue ricerche missilistiche. Anche i russi si offrono di collaborare offrendo in dono un missile. Questo viene messo in orbita grazie al vino locale che, si è scoperto, ha proprietà esplosive. Il Gran Fenwick vince così la corsa allo spazio.
