I did some research and, as far as I can tell, you are right. The movie was supposed to be release in 2010 as "Maskerade", but the release date was moved to 2011 and the title changed to "Mask Maker".

However, it was only 93% complete because the writers were missing! It has nothing to do with locked content ;)
