General Ahmed has started an inner-city People's Army to try and relieve the misery of the citizens of Watts. When the locals are put under increasing pressure by Mafia thugs, Ahmed's second-in-command Colonel Kojah asks for permission to start a protection squad to take more direct action. Ahmed fears this protection squad will just turn into a vigilante mob, and his prediction soon proves correct. Will Ahmed be able to wrest control back from the power-mad Kojah, or will he be the mob's next victim?

De retour de la guerre du Viêtnam, le Général Ahmed crée une milice pour protéger les habitants noirs de son quartier des violences commises par la police et la mafia. Le Colonel Kojah, adjoint d'Ahmed, ne partage pas les vues pacifiques de son chef. Inspiré par le Nazisme, il veut transformer son organisation en une véritable armée, afin d'affirmer par la violence la supériorité des Noirs sur les Blancs. Kojah se comporte alors comme les criminels auxquels il est censé s'opposer.

El general Ahmed organiza un ejército popular para atenuar la miseria de los habitantes de Watts. Pero, como los vecinos viven atemorizados por una banda mafiosa, el lugarteniente de Ahmed, el coronel Kojah, pide permiso para crear una brigada con el fin de proteger a los ciudadanos. Sin embargo, esta brigada acaba convirtiéndose en una banda mafiosa, y Ahmed deberá enfrentarse a Kojah para arrebatarle el control de la ciudad.
