This is the second film in the Gachiban MAX series of juvenile delinquent action films, filmed in a guerrilla style and featuring realistic fight scenes. Kubota Masataka stars in this one, as he did in the first film, with handsome new actors added in vivid fight scenes. Kuronaga Yuto (Kubota), who took control of Shibuya in the first film, moves into Kabukicho in Shinjuku. He challenges a fight against Aikawa Koji (Matsuzaki Yutaka) the Kabukicho high school gang leader who does any bad thing he likes and manipulates yakuza and nightclub hosts with money.

渋谷でヤンキー軍団を潰した最強のヤンキー黒永(くろなが)勇人(はやと)は、渋谷軍での居場所を無くし、義男（鈴之助）と、のんのん（鎌田奈津美）と共に、歌舞伎町に拠点を移した。そこで目にしたのは、ヤクザやホスト・ホステスらを金の力で操る、歌舞伎町高校のヤンキー軍団。自らを「歌舞伎町風紀委員」と名乗り、悪事の限りを尽くす。そんな横暴を許せない勇人は、後先考えず、奴らをぶっ飛ばす。そして、歌舞伎町全体を巻き込み、最悪の事態へ発展する…。
