NSA agent Ramsey is an incompetent security chief, who never believes or trust anyone. His ineptitude and inaction continuously jeopardizes Frank's attempts to prevent disasters.

He knows that after each 'backstep', Frank has knowledge from the future and has been proven right time and time again, and still he ridicules and discounts any information that Frank gives him.

If Frank wasn't so stubborn to continue his mission against all odds, no tragedies could have ever been averted.

For example in one episode Frank told Ramsey to ground a plane, because it would be hit by the sphere and crash, but Ramsey ignored him and ordered him to get back to the home base. So Frank had to improvise and he called the airport control tower and said that he had placed a bomb on the plane.

In another episode Frank has to prevent the 'nuclear football' from falling into the wrong hands and causing a nuclear holocaust. Ramsey is nowhere to be found, because he was sleeping with the White House press secretary.
