Fantômas is a fictional character created by French writers Marcel Allain (1885–1969) and Pierre Souvestre (1874–1914). One of the most popular characters in the history of French crime fiction, Fantômas was created in 1911 and appeared in a total of 32 volumes written by the two collaborators, then a subsequent 11 volumes written by Allain alone after Souvestre's death. A trilogy of Fantômas films, which started in 1964 with Fantômas, departed considerably from the novels by giving the story a more comedic tone as preceded by the first two Pink Panther films, and by making Fantômas (played by Jean Marais) more of a James Bond enemy by likewise borrowing from the first two Bond films.

Fantomas compie clamorosi furti nascondendosi sotto le sembianze del giornalista Fandor, che finisce in galera. L'ispettore Juve, che ha subito la stessa beffa, lo aiuta ed entrambi riescono a rintracciare il bandito. L'inafferrabile fuggirà però per vie acquatiche.

Nonostante la Legion d'onore per l'operato svolto contro il famigerato criminale Fantomas, l'ispettore Juve ha poco da festeggiare, perché il perfido malvivente ne ha combinata un'altra delle sue con il rapimento dello scienziato nucleare Marchand. Prevedendo che Fantomas prenderà poi di mira l'assistente dello studioso, il professor Lefévre, il giornalista pasticcione Fandor si sostituisce a lui con un'abile mascherata, durante un congresso a Roma.
Con uno dei suoi travestimenti, l'inafferrabile ladro si presenta in un castello scozzese e annuncia agli ospiti che imporrà loro una tassa sulla vita. Con de Funès come spalla nei panni del maldestro Juve, Marais si diverte molto con acrobazie e travestimenti a fare il genio del crimine in chiave di farsa. Un po' meno noi.
