Doctor Mabuse is a criminal mastermind, doctor of psychology, and master of disguise, armed with the powers of hypnosis and mind control, who oversees the counterfeiting and gambling rackets of the Berlin underworld. He visits gambling dens by night under various guises and aliases, using the power of suggestion to win at cards and finance his plans.

As the police intensify their bemusing search on Doctor Mabuse's notorious band of gangsters, the deceptive, elusive hypnotist Mabuse simultaneously begins to close in on himself.

An electric shock enables Satch to predict numbers, so the Bowery Boys are off to Las Vegas to win enough money at the roulette wheels to let their landlady buy an apartment building. Witnessing his winning streak, some gangsters decide to move in and find out his "system" for beating the odds.

The Flying Dragon gang goes on a rampage and the police Inspector is at his wits' end. He then commissions Wong Ngung, Wu Ngar and Heung Nga to help him catch the gang members. Suet-ying, a young woman, is addicted to gambling and owes a huge sum to the gambling den that belongs to the Flying Dragon gang. She has even signed IOUs. When the younger sister of Ying's husband sees that Ying is weighed down by worries, she asks Wu Ngar for help. Wu Ngar sneaks into the gambling den, but her behaviour is suspected by the gang leaders, Tai-kit and Tai-hong. Fortunately, Wong Ngung saves her. To get back the IOUs, Ying falls under the control of Hong and Kit. Master Lung has evil designs on Ying. He first kills Kit and seizes Ying. Hong then shoots and kills Lung. Wong Ngung and her two partners get back the IOUs for Ying. They notify the police Inspector to arrest the members of the Flying Dragon gang. Hong is shot and injured by Wong Ngung. He is arrested with the other gang members.

Dr. Frank Harlow is in the process of trying to save a man badly beaten by two gangsters whom he identifies to the police. When the victim dies the charge becomes murder and Harlow hightails it to the far woods where he finds a job as clerk Roger Condon in a sporting-goods store. Harlow's plan is to lay low until the gangsters forget about him. But complications arise from two different sectors. First, Harlow falls in love with the local beauty Laurie Maitland and second, the murderers find out where he is hiding.

Race driver who has lost his membership card becomes the chauffeur of a gangsters pack

Country bumpkin Frank runs into a gangland shooting, driving the victims to the gang's headquarters. He soon earns a place in Erik's mob. Syndicate head Big John wishes to unite the four gangs in Chicago, but Erik defies them, wishing to remain independent. An assassination attempt forces him to reconsider, and his gang isn't impressed with what they take for his cowardice. This is the point that allows the ambitious Frank to muscle in on Erik's mob, and his moll, Lucie. Frank's first move is to hire outside pros, and shoot up a casino of Big John's, challenging the entire syndicate. Erik, meanwhile, harbors feelings of revenge.
