There really isn't a reason why Annie would have the empty phone sitting there unless she expected Paul to escape from his room. Why didn't she just get rid of it given r not have one?

My guess is that she is extremely invested in appearing completely normal in every way, just in case a visitor drops by that she doesn't feel she can avoid. The presence or absence of a telephone might go unnoticed 99% of the time, but why take the smallest chance? I think that window dressing is very important to her.
