No, my German Blu-ray has 21 Episodes at Season 4.
19 - Götterdämmerung Teil 1 (Daybreak Part 1) 20 - Götterdämmerung Teil 2 (Daybreak Part 2) 21 - Götterdämmerung Teil 3 (Daybreak Part 3)
In TV the was Daybreak a 3 part Episode

The episode I reported was empty as no-one had ever filled in the information. It was just a placeholder. So it could not have been used by anyone.
I think 9 years is long enough for someone to notice and fill in the entry.

I am not sure of the policy of re-adding a deleted episode. Maybe a mod can advise. I think you should add a new Episode Group for German Release.
