There are two missing episodes in season 7:

Episode 0 (Christmas Special): The Doctor, the Widow and the Wardrobe Episode 6: The Snowmen ... therefore episodes 6 - 13 should be 7 - 14

So there should be 15 episodes in season 7 instead of 13.

Both "The Doctor, The Widow and the Wardrobe" and "The Snowmen" are the Christmas specials for their respective year, not part of the series. Just because a special aired midway through the series doesn't mean it is apart of it. No other Christmas specials are counted as part of a series.

To elaborate on previous answer: Those episodes you mention are Christmas specials that have come to air yearly. Though these special episodes are counted as canon, they are in fact separate of the concurrent season of the main series, and are thus listed as a "Season 0" or "Specials" season. Many other TV series does this as well, so it's pretty common practice.
