The official website lists 24 episodes.

Yes the final episode was unaired and the 12th episode was a special ... so 24 episodes + 1 or 23 aired episodes + 1 special + 1 unaired
The Unaired episode of Garo: Guren no Tsuki was included in the second DVD/BD set. and is the finale of the series
on the offical website you can find the information here https://v.ponycanyon.co.jp/garo_gurennotsuki/ under blu-ray box 2 dvd box 2 section "Episode 25: Encho"
the 25/12/2015 episode 12 is the special you can also see this from the description as shown at the link youve provided

The FAQ explains how to create a missing (special) season for ended TV series.
The special was officially episode 12. Feel free to create an alternative order though.
