Disney+ is available in Japan and this show was released in Japan as シー・ハルク：ザ・アトーニー and this title is one used in the ja-JP Translated Title field. The Translated Title field for the ja-JP translation is locked because the title has been verified.

It was not officially released. But it's title was officially translated. There is a significant number of movies from 60-s, 70-s, which was not officially released, but the field is not locked.

Да, Disney+, как и многие другие компании ушли из России, но это не значит, что после этого все русские перестали смотреть кино. Наоборот появилось много компаний занимающихся профессиональным дубляжом. Компании ушли из России по большей части из за финансовых трудностей (сложно оплачивать прокат из за санкций), но тем не менее многие уже находят пути вернуться. Дело времени.
Кстати сериалы Disney+ и раньше официально в россии не выходили (только фильмы), и при этом TbDB кроме Женщины-Халка ничего не блокировал... Странно почему именно он?

A title is officially translated only if that title is used for a release.
